Chester is a Doctoral Student and a Public Administration Fellow at the University of Delaware. He is working on applied research and public service projects with goal of improving educational opportunities for marginalized urban youth, like he once was growing up in Philadelphia.

My name is Chester Holland. I am a PhD student, soon-to-be candidate, and a Public Administration Fellow at the Institute for Public Admin at the University of Delaware. I do policy research and analysis. I also do evaluative research and analysis on student performance, K-12 Education in my current role and that's ultimately what I wanna do professionally. As I move forward, I wanna manage research projects, large scale research projects for cities and states and maybe initiate projects across states for the US Department of Education and support state level departments in academic improvement and institutional improvement. Right now I have my hand in creating the most comprehensive and in-depth analysis on academic performance among students in Wilmington compared to the students in the state of Delaware. Beyond that, I'm working on a project that uses geospatial analysis to determine where program access points, educational program access points are. My dissertation research is looking at developing a program evaluation research model that incorporates geospatial analysis in determining program impact. Hopefully, I'll be able to develop something that's useful for the state of Delaware and beyond and allow them to determine not just whether or not their programs are impactful, but how the location of program access points impact accessibility and outcomes for students that might need those services.
